India has suspended the 1960 Indus Water Treaty with Pakistan following a deadly terrorist attack in Pahalgam, J&K.
The Indian Embassy in Washington has issued a strong statement on Twitter justifying India's decision to suspend the 1960 Indus Water Treaty with Pakistan. Citing the recent terrorist attack in Pahalgam, Jammu & Kashmir causing 26 deaths, India stated that continued cooperation under the treaty is no longer tenable with a country that actively supports terrorism and causes civilian casualties.
"The Indus Water Treaty was established in 1960 as a gesture of goodwill and friendship. However, Pakistan’s persistent, state-sponsored terrorism has undermined the very spirit of this agreement," the embassy said.
India emphasized that it “cannot be expected to cooperate with a nation responsible for the deaths of innocent civilians.” The move to suspend the treaty was formally communicated to Pakistan, and it took effect immediately.

Debashree Mukherjee, Secretary of the Jal Shakti Ministry, reinforced this position in an official letter to her Pakistani counterpart Syed Ali Murtaza. “Honoring treaties in good faith is essential. Unfortunately, what we've witnessed is sustained cross-border terrorism originating from Pakistan, targeting the Union Territory of Jammu and Kashmir,” she wrote.
In response, Pakistan warned that any attempt by India to divert water allocated to Pakistan under the treaty would be considered an “act of war.”
India has also announced a series of retaliatory measures following the Cabinet Committee on Security (CCS) meeting chaired by Prime Minister Narendra Modi. Foreign Secretary Vikram Misri outlined these actions at a special press briefing.
Effective immediately, the Indus Water Treaty is suspended until Pakistan halts all support for terrorist activities. Additionally, India has closed the Integrated Check Post at Attari, allowing only individuals with valid travel documents to return by May 1, 2025.
Further, Pakistan nationals are now prohibited from entering India under the SAARC Visa Exemption Scheme. Any existing SPES visas have been revoked, and holders in India must depart within 48 hours.
In a diplomatic escalation, India has also declared all military, naval, and air advisors at the Pakistani High Commission persona non grata, giving them one week to exit the country. India will reciprocally withdraw its defense officials from Islamabad.
